James has been the Migration Program Manager for Brazil, at the General Consulate of Canada in Sao Paulo, since 2017. James has held a number of executive positions at Immigration, Refugees and Citizenship Canada since 2011 and prior to that, occupied a number policy and program positions with the Government of Canada since joining in 2000. James holds a Bachelor of Arts in Political Science from York University in Toronto and a Master of Arts in Public Administration from Carleton University in Ottawa.
